How do you undercover as wolf? pull the exact same claim out of your ass and pass as Tanner, because what kind of wolf would try the same trick twice? Tanner needs to be lynched to win, so picking a role that's hard to counterclaim doesn't work too well to draw attention to yourself. you'll notice Turmoil claimed early this game - that's because he wants to get ahead of incoming counterclaims if they exist, whereas a Tanner would intentionally show up late (like someone else in this game) because that's scummier
